You can say that Segments are the same as filters although technically the Segments are product of the filters you apply.
The Segmentation of a list works on the basis of filtering data values that are present in the fields of your Contact list.
Filters are the rules and conditions you use to filter out portions of your recipients that are then hosted under an individual Segment that can be used independently of the main Contact List.
